Disaster Risk Management of Cultural Heritage

Large-scale disasters can cause, along with the loss of human lives, widespread damage to cultural heritage. The recent earthquake in Nepal once again exposed the destructive power of nature and the vulnerability of cultural heritage in the face of such calamities. It also highlighted the importance of proper planning and preparation to mitigate the damage to our heritage resources.

In the absence of proper preparation, the cultural heritage of Bangladesh is in a very vulnerable state. Now, it is essential to take proactive measures to reduce risks to our irreplaceable heritage resources through adequate mitigation planning and preparation. Several government and institutional organizations have recognized the need for building disaster management capacity among professionals, administrators and policy makers; however, until now, there are no programmes that offer focused training for disaster risk management of cultural heritage.

This training workshop, organised jointly by the Department of Architecture of Bangladesh University of Engineering and Technology (BUET) and the International Council on Monuments and Sites (ICOMOS), Bangladesh, addresses exactly these issues. The workshop will focus on training relevant people to prepare for such eventualities, reduce vulnerabilities of cultural heritage and develop a post disaster recovery system. Dr. Rohit Jigyasu, an internationally renowned ICOMOS expert in the field of Risk Preparedness and Disaster Management of Cultural Heritage, with inputs from local experts, will lead the 4.5-day training workshop.

The 4.5 day workshop will be held from Monday, 9 May to Friday, 13 May 2016. For detailed programme, please click here.

The programme includes one tea/coffee break in both morning and afternoon sessions and approximately 1 hour and 15 minutes lunch plus prayer break on each day (except on Friday, when the workshop concludes after the morning session). Packet lunch will be served to all participants at the venue.

LEAD TRAINER:

Dr. Rohit Jigyasu

Rohit Jigyasu

Dr. Jigyasu has been teaching as the visiting faculty at several national and international academic institutions in India and abroad. As an invited UNESCO Chair Professor of the Institute of Disaster Mitigation for Urban Cultural Heritage, he is the scientific coordinator of UNESCO Chair Programme on Disaster Risk Management of Cultural Heritage. He is also President of ICOMOS-India and ICOMOS International Scientific Committee on Risk Preparedness (ICORP) and Executive Committee Member of ICOMOS.

Dr. Jigyasu has also been consultant to several national and international organizations like Archaeological Survey of India, National Institute of Disaster Management, Indian Institute of Human Settlements (IIHS), UNESCO, ICCROM, Aga Khan Planning and Building Services and the Getty Conservation Institute for conducting research and training on Cultural Heritage Risk Management. He has been working for UNESCO and other international organizations like World Seismic Safety Initiative (WSSI) for undertaking post earthquake assessments in Gujarat, Kashmir, Indonesia and Bhutan. He also brings with him the practical experience of working on risk management plans in the world heritage sites of Khajuraho Hampi, Konarak and Ajanta & Ellora in India. Dr. Jigyasu has contributed to several national and international conferences and meetings in India and abroad and has several publications to his credit.

Mr. David Michelmore

David Michelmore

David Michelmore is Director of the Consultancy for Conservation and Development and is a specialist in the conservation of historic buildings and ancient monuments, the management of heritage sites and the utilisation of cultural assets for sustainable development. He has over 40 years professional experience in 40 countries in the Asia-Pacific region, Central Asia, the Middle East, Africa and Europe, and has worked as UNESCO International Technical Adviser based in Nepal as well as for UNESCO PROAP in Bangkok. He has been responsible for the successful inscription of 12 sites on the UNESCO World Heritage List and is a former President of the ICOMOS International Wood Committee. He has extensive experience of conservation and heritage management issues in Bangladesh, having undertaken a series of assignments in Bangladesh for UNESCO and ICOMOS between 1996 and 1999 and since 2013 has served as International Cultural Heritage Management Specialist for the ADB-funded South Asia Tourism Infrastructure Development Project (SATIDP) of the Department of Archaeology.

Ms. Hasin Jahan

Hasin Jahan

Ms. Jahan is the Country Director of Practical Action in Bangladesh. She was trained as a Civil Engineer and has an MSc. in Water and Environmental Management degree from UK. She is a development professional having specialized work experience in water, sanitation and agriculture sectors. She works with different development and corporate partners including ministries and departments of the Government of Bangladesh, city corporations/municipalities and academia. She has exclusive experience for working with the river eroded extreme poor people. Currently, Ms. Jahan is working on the development of an early warning system for minimizing the damage and lose of the farmer communities as an integral part of disaster risk reduction. Before joining Practical Action, she served in Local Government Engineering Department (LGED), ITN-BUET Centre-a training and research institute based in the Bangladesh Engineering University of Technology BUET), Danish International Development Assistance (DANIDA) and WaterAid, an international NGO.

Prof. Khandaker Shabbir Ahmed

Sabbir Ahmed

Dr. Khandaker Shabbir Ahmed is a full Professor at the Department of Architecture, BUET. He has a PhD from the renowned Architectural Association School of Architecture, London. He specializes in Bioclimatic Urban Design and low energy buildings for the Tropics with special interests in green building codes, high performance buildings and sustainable cities. He has pioneered environmental performance based design approach in Bangladesh through training, research and practice. Dr. Ahmed is an Associate Member of the Passive and Low Energy Architecture (PLEA), past member Governing Council of Housing & Building Research Institute, HBRI, and currently member Technical Committee HBRI. He is a past member of the Executive Committee of the Institute of Architects Bangladesh (IAB) in charge of education, member of the Institute of Membrane and Shell Technology (IMS) Germany and Associate member of the American Institute of Architects (AIA), member World Green Building Council and International Association of Urban Climate (IAUC). He is a recipient of number of national and international awards and contributes to public awareness.

Dr. Nasreen Hossain

Nasreen Hossain

Professor Dr. Nasreen Hossain is actively involved in teaching for the last twenty two years, at the department of Architecture in Bangladesh University of Engineering and Technology (BUET.). She has done her Masters on ‘Fire Safety’ in 1995 from BUET. and completed her PhD in ‘Urban Design’ in 2001, from the Bartlett School of Graduate Studies, UCL, UK. Her research interests are Urban Morphology at the Scale between Building and the City, Urban Poor in the Economics of Space Mechanism of Urban Retail Environment and Disaster Management at Urban Scale with Specific Reference to Earthquake and Fire Safety. Her publications are based on empirical research in these fields. Her works show her keen interest in searching for a link among architectural education, research and practice. She has dedicated herself in providing students and young architects with opportunities to gain valuable experiences through architectural education, research exposure and involvement in the community and the professional world.

Pro. Qazi Azizul Mowla

Azizul Mowla

Dr. Qazi Azizul Mowla, is a Professor and Former-Head, Department of Architecture-BUET, Dhaka. His academic Interests are in the Theory, Criticism and Practice in Architecture; Urban Design; Architectural Conservation and Built-Environment Design. He had been a Visiting-Professor to KU-Leuven, Belgium and Kyushu University, Fukuoka, Japan. Prof. Mowla has numerous completed Architectural and Conservation projects and publications (above 150) in his credit. He has been a Curriculum-Consultant to a dozen architecture programs in different universities and an architecture Program-Assessor of UGC-Bangladesh.

Major AKM Shakil Newaz

Shakil Newaz

Major Shakil is a Project Director for 25 fire stations under the Ministry of Home Affairs, Bangladesh. Holding a Master of Science in Disaster Management from the University of Dhaka, he received training on crisis management, firefighting and disaster management in China, Malaysia, Singapore and USA. His professional experience includes organization of courses and exercises on disaster response and management, and participation in rescue operations after earthquakes in Nepal and the Philippines as an Operation Commander.

Dr. Sharif Shams Imon

Sharif Shams Imon

Dr. Sharif Shams Imon is the President of ICOMOS Bangladesh. He was trained as an architect and urban planner and has a PhD in Urban Conservation and currently teaches cultural heritage management at the Institute for Tourism Studies, Macao where he is also the academic coordinator for heritage management and tourism management programmes. He is also a visiting faculty member at the Architectural Conservation Programme, The University of Hong Kong. Dr. Imon has been professionally involved in the cultural heritage management field as a consultant in UNESCO, UNESCAP and government projects in Bangladesh, Bhutan, Cambodia, China, Indonesia, Laos, Macao, Malaysia, Nepal, North Korea, Thailand and Vietnam. He has more than ten years experience as an technical evaluator for nominated World Heritage sites and ICOMOS expert member in reactive monitoring missions to UNESCO World Heritage sites in several countries.

Dr. Taufique Utpal

Taufique Utpal

Dr. Khurshid Zabin Hossain Taufique has more than 23 years of professional experiences in Architecture, Urban Planning, Infrastructure Planning, Ecology, Environmental Planning, and Environmental Impact Assessment. He has been the project director for Mymensingh Strategic Development Plan and Comprehensive Disaster Management Programme. Currently, he is the Deputy Director (Research and Coordination) at the Urban Development Directorate of the Ministry of Housing and Public Works and was the Chief Town Planner of RAJUK (2012-14). Dr. Taufique has an architecture degree from BUET and a master degree in Infrastructure Planning and a doctorate degree from University of Stuttgart and Bauhaus University Weimer in Germany respectively. He is also the course teacher for “Infrastructure Planning” at the Department of Urban and Regional Planning at BUET and “Urban and Regional Planning: Risk Mitigation Concept” and “Risk Sensitive Land Use Planning Lab” at the Department of Disaster Science and Management of the University of Dhaka.
